Used Car Dealers Legal Requirements

Regulation 56 of the National Road Traffic Act, 1996, all motor vehicles registered for the first time in South Africa on or after 1st September 2012 shall be fitted with microdots in accordance with SANS 534-1 standards.

In addition, Section 21 of the Second-Hand Goods Act 6 of 2009 requires that all motor vehicle dealers maintain a Second-Hand Goods Register. This register shall include:

- Details of every acquisition and disposal of vehicles

- Confirmation and recording of microdot information.

Microdot verification involves inspecting the vehicle, identifying and confirming the microdot using the microdot industry interface, and ensuring compliance with the relevant standards.

This data is also linked to the RTMC, which generates monthly reports for the Microdot Industry & the NDOT.

If a vehicle does not meet the fitment requirements and or has not been Microdotted as a new vehicle since 2012, the dealer is responsible for arranging re-fitment.
